How to keep LOCK even after commit

LOCK table ...
Insert ...
Commit;

LOCK table ...
Update
Commit;

I want to keep the lock even after COMMIT as:

LOCK table ...
Insert ...
Commit; --Commit should not release LOCK

Update
Commit;
UNLOCK table ...

Both are independant transaction and on same table.

How to do?
