How to keep frmsal launcher minimized or disable always on top

We use the following command for customers to open a Touchscreen form using frmsal launcher (Windows / Java machines only)

start red://-urlzzzzaaaahttp://(server ip address):(port)/forms/frmservlet?config=(config)ddddform=zps1.fmxddddotherparams=logon_user=(Oracle user)+term=c:\_(path)\(path)\(path)_\fmrpcweb.res

Everything works fine however when you mimimize the screen it jumps back to always be on top after a few seconds.

Is there a switch / argument that I can put in place that allows the form to stay minimized?

We are using:

Oracle 19C DB - 19.3

Oracle Weblogic - 12.2.1.4

Oracle forms and reports - 12.2.1.4.0.

Let me know if I need to upload any config files?
