I downloaded "Instant Client Package - Basic: All files required to run OCI, OCCI, and JDBC-OCI applications

Download instantclient-basic-windows.x64-11.2.0.4.0.zip (54,956,947 bytes)" but how to install it on the windows server without OUI? Why is so impossible to get something easily done from ORACLE on Windows like a simple Oracle Client install?

The installation guide http://docs.oracle.com/cd/E11882_01/install.112/e47959/install.htm#NTCLI1280 talks 99% anything else but how to install it and under

it says to "...use Oracle Universal Installer" but where is that hidden?

Why is made so difficult for a non ORACLE person to achieve a simple Client install on Windows server?
