How to increase Connect Timeout time ?

When connecting to a (remote) Oracle Server (client and server are both installed on WinXP Pro systems) I am getting sometimes a

ORA-12170 TNS Connect timeout error

Where is the timeout time parameter speicfied: On the client side or on the server side?

How can I find out the current value and how can I increase this timeout time ?
