How to Import Page from another instance/workspace

I'm working with version 3.1 in a development environment and want to make releases to a production environment in a different database. Importing a simple report went ok; Install Page gives me this error message:
This page was exported from a different application or from an application in a different workspace. Page cannot be installed in ths application.

I'm usinig same Workspace name and Application ID in both environments and want to keep these in sync.
Is this the way to move up releases to a production database: Export/Import Pages? If so, how can this be done without an error?
