How to implement tooltips on Side Navigation Menu List icons

APEX 5.1

I'm using a static hierarchical list as the Navigation Menu

Template - Side Navigation Menu

The menu on the left side when collapsed only shows icons , when expanded it shows the root level entries in the hierarchical list. How do I display the list label in a tooltip when the mouse points to an icon in collapsed mode?

I'm assuming it can be done by adding some code to the Side Navigation Menu. I've had a look at the link below but it doesn't work dynamically for each menu entry

Also, is there a way to specify the width of the collapsed menu region? seems a bit narrow(see above)
