how to handle encoding issues, when importing value lists with special characters

Hi,

I generated a multi-level xml for list of countries, and subdivisions under each country to be imported as a value list for opa. When I try to import this xml, I get the following error -

Invalid character in the given encoding.

The character this error points to is just an e with the accent on top.

How do I handle special characters in value lists, there are other special characters that don't display correctly as well (even if the error is not thrown for them) such as C with accent at the bottom is displayed as a ? when I import as value list into opa.

I used the following encoding formats UTF-8 and UTF-16, both have same results.

Appreciate any inputs I can get on how to resolve this encoding issue, and get all the special characters to display as expected.
