How to handle different decimal separators in number fields?

Hi,
depending OS version number field can be '1.2' or '1,2'. Coma is not ok for Apex - only dot.
How to handle this situation? I guess proper field mask could solve it. Right?
But how to set proper mask. I see Apex is using some weird syntax like '999G999G999G999G990D00'... blows my mind. I would expect something for humans like '#.#' or '0.0'....
I need two or one decimal digits.
Is there any GUI mask creator wizzard on Internet for that?
But not so sure mask will solve this. If I choose '999G999G999G999G990D00' mask (shuld format number to have two decimal digits) it will not handle coma sign - converts 1,2 to 12.00
