How to grant ora_dba to a domain user?

Hi all,

11.2.0.1

Win7

I installed 11.2.0.1 on my windows laptop as local user, and I can sqlplus / as sysdba with no password entered.

Now, as security policy we are required to login using domain user and our sysadmin local password was revoked from us.

So even changing the tnsnames.ora I need to ask the sysadmin to enter his password? I can not sqlplus / as sysdba

as a domain user as I got error:

C:\Users\zxy>sqlplus / as sysdba

SQL*Plus: Release 11.2.0.1.0 Production on Thu Oct 17 10:26:47 2013

ERROR:

ORA-01031: insufficient privileges

Enter user-name:


How do I add "ora_dba" privilege to this domain_user?

Also How do I change all permission of ORACLE_HOME folder so that the domain_user will have read/write permission?
