How to get local Apex to start on my PC?

Hello Apex Community,

There's trouble in paradise. My antivirus software (AVG) asked me to re-boot this morning. After doing so, Apex won't start (Apex 4.1, Oracle 11g, all local). The error from the browser says:

Firefox can't establish a connection to the server at localhost:8080.

When I attempt to start SQL*Plus, I get this message.

ORA-12514: TNS:listener does not currently know of service requested in connect descriptor

I waited 20 minutes, but the database still won't come up. Apex initiation has been very reliable up until now. Except for the antivirus reboot, nothing about the Apex environment has changed.

Any ideas?

P.S. I just thought of something. A couple of days ago, Apex asked me to change my password, which I did without incident. Perhaps there is an old password embedded somewhere in a script???
