How to get a newer version of the Universal Installer

I have a need for an updated version of the Oracle 9 ODBC driver. The driver, however requires a newer version of the OUI (we have 2.2.0.16.0 and it wants 2.3.0.5.0a). I can't seem to find a seperate download just for the installer. Does anyone know of anyway to get just an update to the installer?
