How to force a full database refresh to a client?

Hi,

I would need to be able to force to a certain client a full downloaded data. I have tried it sending the command "Synchronize databases" with a type "Complete refresh".
It synchronizes but if I go to the sync log I can see that only few records has been downloaded to the client when the full database is around 60.000 records...

Any idea?
