How to fix the page breadcrumb&banner not scroll when other region scrol

Hi, I have a requirement to keep the breadcrumb and page banner on the top of the page all the time even when the other report region can scroll down. So that the breadcrumb and page banner are always visible to the user. Any suggestion to realize this? Thanks in advance.
