How to find if today is 1st or 3rd wednesday/Thursday of a month?

I need to run 2 sets of query based on whether it is 1st or 3rd wednesday/Thursday of a month. How do I go about doing that?

Can I use next_day function with what week we are in to find out this?

Please help. Thank you.
