How to feed a table from a loaded csv file

Hi Experts,
Im using APEX19.2, and i want to feed a Table X automatically from a loaded csv file, without using Data Load Definition.
My Page look like this, so once i click on the button NEXT, i should insert all lines of csv file loaded into Table X.
How can i proceed ?
