How to Extract data from .txt flatfiles using PL/SQL

Hi ,
I want to know how the data from the .txt files is extracted transformed and loaded into the dataware house database by using PL/SQL. I want to know the overview ie., how the process goes on. what are the steps involved and what are the utilities we use.
