How to Execute IPConfig/flushDNS at client PC?

Hi,

I m working on J2EE.
I need to execute DOS command *"ipconfig /flushdns"* at Client side.
I know that last option is Applet but need to do policy Setting.
Any other way to execute this on client Side.
