How to enable "Maintain Areas of Responsibility" task in Setup and Maintenance

Hi,

I am trying to enable the "Maintain Areas of Responsibility" task in Setup and Maintenance. (Currently it is greyed out). I tried to add the Human Resource Manager role to enable it but its not working. However, I can see it in Workforce Structures in the Panel task, but this is not useful as I do not need the workforce structures for this customised role I created.

Any ideas?
