How to dynamically hide/show the toolbar in the Interactive Grid?

I realize this is not a typical "use case". But, here it is...
I know how to hide/show the tool bar including the Actions menu at design time. I'm wondering if there's a way to hide/show it at design time?
The reason is there will be some users who will need to use some of the features built into the Actions menu. Such as download. But other users (most) do not need this level of flexibility or feature. The users who don't need the functionality could use it and cause a lot of help desk calls if they rearrange columns, remove totals etc. and save their changes (unintentionally) for all users. So, if possible, I'd like to be able to hide the Toolbar including the Actions menu for users who don't need it, but show it for the managers or advanced users.
We're using Apex version 1.9.2.
And yes I know this is a training issue but I'm speaking from experience that even with training, too much power for some users causes chaos.
