How to download file from DB File system

Dear Friends,

We have certain files (such as .pdf,.xls,.docx) stored in the database file system.
Our requirement is to download these file to the Client PC or to the application server.
we are using oracle forms 10g.....
Can this be acheived through forms or plsql....?
