How to download and install the JMC WebLogic Plug-In manually?

Hi,
we do not have access to the internet on the machines where JMC is installed.

How can I download the weblogic plug-in for JMC 9 using a web browser?

I believe I can use the usual approach for Eclipse to install the plug-in offline.
