How to disable Oracle Application Express activity log

As a solution for WWV_FLOW_DATA locking (enqueue contention) i saw lot of users suggesting to disable ACTIVITY LOG in apex (user/developer activity and other performance logging (count clicks) etc..

How can i disable that. All i can see is truncate option in all of these categories. Please advice.

One more thing i wanted to know from a long time, Can i disable caching at an install level ? Can that be any advantage ?
