How to develop JCRE on my empty card?

As a new learner on java card, I want to know how to develop JCRE on a empty card?

Is there any reference code from Oracle that I can develop base on?

or I have to develop it from zero with the specification?

or I can get the JCRE code from Oracle after I buy the license?

or is there any open source project support it?

Anyone have any idea about it?
