How to create PeopleSoft Message Document Package

Hi,

I'm trying to implement REST Web Services from a Provider.

I nee to create URI template for URL parameter.

So I need to create a document template but I don't know how to create the package object to select it in the lookup.

Is there a way to create it manually or from the Provider REST Web Service ?
