How to Create Oracle Home for Windows Client?

I downloaded the latest Oracle client for Windows from here:

http://www.oracle.com/technology/software/tech/oci/instantclient/htdocs/winsoft.html

The problem is that these are just ZIP files, so they don't install an Oracle Home that I can choose with the home selector. Are there any utilities that can create an Oracle Home registry entry for you?
