how to create one column fixed with horizontal scroll in Time Axis Stamp on table

Hello Everyone,

I can able to create a time axis table shown bellow. And I want to make the Task Name to be fixed and remain part of the table should be horizontally scrollable. And the row must be drag and droppable.

is there any way to do that ?
