How to create db link oracle to postgers Or postgres to oracle

hi

i am creating dblink in Oracle 11g (Linux) for postgres database but i facing error
ORA-12547: TNS:lost contact

I did following steps

1 install driver psqlodbc-08.04.0100-2-x86_64.pkg
2 modify tnsnames.ora file for new entry
3 made an entry in etc/hosts/ for ip address of postgresql database
4 create db link
