How to Create database link on another schema??

Hi,

I whant to create a database link on another schema.

I don´t have the password of this schema but i'm SYSDBA user. I don't want t ochange the password.
I try to use the "ALTER SESSION SET CURRENT_SCHEMA = USER2"; and then i try to create the database link but didn't work.

Any help??
