How to create a user in 19.1 APEX cloud

Where is page 12 (manage users) on the INTERNAL workspace for 19.1 cloud (ATP)?

I just created an always free account on oracle cloud and launched apex (after restarting the atp). I got in the INTERNAL and was able to create workspaces, but didn't see the pages that allowed me to create users. Attached image is very different from our 19.1 on-prem version.
