How to create a TIMESTAMPT WITH LOCAL TIME CONE and TIMESTAMPT WITH TIMEZONE column?

Sqldeveloper 4.0.3.16, and don't know how to create this type of columns although I can do this in designer logical model. There is just a TIMESTAMP.
