How to Create a SOAConfigPlan Deployment Plan in JDeveloper?

I am trying to build the FusionOrderDemo_R1PS1 from scratch. I have noted that deployment plans are crucial for a successful deployments. I have observe that when I try to deploy the OrderBookingService of the tutorial, the orderbooking_deployment_plan is automatically included in the list of SOA Configuration Plan in the wizard. I tried to create a deployment xml in my own project but when I try to deploy my project, my created xml (orderbooking_deployment_plan.xml) is not included in the list SOA Configuration Plan in the deployment wizard.

So my question is, how do I properly create a deployment plan in Jdeveloper 11.1.1.2?
