How to create a parameter LOV based on another parameter value

I am trying to create a manual report using Oracle Report Builder, and I am utilizing user parameters to allow the user to select a date range. In my SQL query, I have the following condition:

```sql query
WHERE
TRANSACTION_DATE BETWEEN TO_DATE(:from_date, 'DD-MM-YYYY HH24:MI:SS')
AND TO_DATE(:to_date, 'DD-MM-YYYY HH24:MI:SS')
```

I would like to store the `from_date` in a variable to ensure that the `to_date` is always after the `from_date`. How can I achieve this? or provide me with solutions to control the list of value related to (to_date )
