How to create a OS user in oracle linux public cloud server

Hi,

The requirement is to create a Linux OS user in the public cloud server.

Normally we have default user opc with which we connect through putty using SSH keys and switch to other users(to root user also).

Now we don't want t give opc user to all. so we need to create new user and can login through putty using SSH key.

I have followed the link - http://www.oracle.com/webfolder/technetwork/tutorials/obe/cloud/compute/creating_an_ssh_enabled_user/creating_an_ssh_ena…   but it is not working.

Please let me know the process.
