How to create a New boot volume for stopped instance.

As a free-tier user of Oracle Cloud, I accidentally deleted the boot volume of my Oracle Cloud VM instance. Is there any way to create a new boot volume and attach it to the stopped instance? The instance does not have a boot volume now. What should I do? Please help me.
