how to create a executable file for oracle report 10g

I have a .jsp file and save it as .rep. Then I tried all the following and it did create .rep file but I can't run the .rep file alone from window explorer. Am I supposed to run .rep like this? Are those steps the right way to create executable file? Please help.

1) run rwconverter.exe in OH/bin
2) Tools->File Conversion to convert .rdf to .ref
3) Program->Compile->All
4) File->Export
