how to convet a decimal number of in to base 64.

Hi friends,
my requirement is how to convet a decimal number of in to base 64.

ex:decimal number could be any type 1,1.2,-1,-1.2 etc

i found an API Base64.java but iam not able to use .

Please Help me out.
