how to convert julian Date to timestamp datatype in Oracle

Hello All,

i have a query in oracle as to how do u convert a julian date to normal timestamp in oracle

e.g julian date value = '0211994846701347345' this is a julian date how do I convert it to timestamp
in Oracle.
