How to configure Java Webstart

Is there any documentation for setting up java webstart with and without webutil?

Here is the config I'm testing:

[test_customer_info]

WebUtilLogging=off

WebUtilLoggingDetail=normal

WebUtilErrorMode=Alert

WebUtilDispatchMonitorInterval=5

WebUtilTrustInternal=true

WebUtilMaxTransferSize=16384

basejnlp=webutil.jnlp

webstart=enabled

Here is the error I'm getting:

Any documentation would be useful.

Forms 12.2.1.0

Java 1.8.77

Windows Server 2012 r2
