How to concatenate strings in OPA cloud

Hi,

How can I concatenate two strings in OPA 12c?

I have written rule like this:

the legalname = the concatenation of the person's first name &" "& the person's last name

Once this is made as rule conclusion it is getting created as an attribute and concatenate function is not working properly. Please help on this.
