How to clean up Windows registry and file system?

I have installed and uninstalled several Oracle products (Database, OEM, ODI,...) on this Windows 10 Pro 64-bit system. Installing again seems to be troubled in a variety of ways by the remnants of previous installations.

Is there any utility that will purge all Oracle items from the Windows registry and from the file system? The answer should not be to reinstall the operating system.
