How to check/start listener on 10g Enterprise Edition on Windows

I am a student in an Oracle SQL class.
I would like to use SQL Developer on my classroom pc.
That pc runs 10g Enterprise Edition.
I run Express Edition on my own pc where I also have SQL Developer.
I opened a question in the SQL Developer Forum asking about this.
The message is 3406741
One of the pointers there was to ask a question in a different forum about how to check the
status of the listener and start it if necessary.
I do have full access to the system including the management console.
But my class is on developing SQL statement and not on managing the database itself.
So I think I need a few pointers on where to go, what to look for, etc. on my classroom pc
in order to get Enterprise Edition into the proper condition to accept the connection
from SQL Developer.
