How to check if machine has public access in Linux

I am confused at how to check if a machine has public access is Linux. There is 1 scenario in which it can be said that machine has public access when there is a web application hosted on the Linux server which is accessible over the web by people, the access could be either through HTTP or HTTPS.

I have heard that if say the command,

elinks www.google .com

works then the machine has public access.

I hope my question is clear of how to check if a machine has public access.
