How to change the net_timeout parameter?

We have 3 node RAC as primary and 2 standbys ( 1 local and 1 remote) which are both 2 node rac. We are using maximum availabilty on the primary and datagaurd. nettimeout is currently 30s. We are getting ORA-16198: LGWR received timedout error from KSR for the remote standby. Read the metalink note on this and it say to change net_timeout using datagaurd on primary

EDIT DATABASE '<primary db_unique_name>' SET PROPERTY NetTimeout = 60 ; or 180 or 360

I tested this command and it does not change the log_archive_dest_x parameter.

Should I manually change the log_archive_dest_3 paramater on the primary?

Aslo if you increase the net-timeout I have heard that the primary may stall?

Is it possible to have asynch mode for one log_archive_dest and synch for another?
