How to change the default position of Download link in classic report

Hi All,
I'm using APEX 21.1. I've a classic report and enabled the Download option. By default, the Download option shows at the bottom left corner of classic report. I'm trying to show the download option on right hand corner of the classic report title. I don't want to change the page template specifying #CSV_LINK#. Need your help.
