How to change language user interface after the installation!

I installed "Oracle Developer Suite 10g90401" and my OS is japanese version, so all application of Oracle Developer display all by Japanese
To change display language of JDeveloper, i added these lines into file "jdev\bin\jdev.conf":
AddVMOption -Duser.language=en
AddVMOption -Duser.country=US
AddVMOption -Dwindows.shell.font.languages=en

Then it changed to display English.
But when i use Oracle Forms Builder, it still the first same: japanese.
Anyone knows how to change this to English, show me plz
