How to change bpm email notification language

hi guys,

in BPM email notification by default the message is in English, then i found out in bpm-services.jar (WorkflowLabels.properties) also included another foreign language eg : fr (french), ne (netherland), etc.

is it possible for me to add Indonesian Bahasa ? and where can i configure so the server will pickup my newly added WorkflowLabels_id.properties ? (_id is Indonesian standard)
