How to capture SCROLL-DOWN and UP from Scroll-bar

If I use ke-scrdown and key-scrup I can capture this trigger when the user press key page -up or page-down, but when the user clicks on the scroll-bar -down or up- I can`t find a way to capture any trigger... and I need it because programatically there are some instructions that are needed...
Can you help me? Is there any trigger?
