How to call a procedure in URL for Oracle APEX 22.1.5 with ORDS install

I am getting error when a procedure call is made in url, This is how the url looks
https : // wlsdev.xxx.net /apexdev / BOLINF.download_estore?p_file=12345395
This was working fine befre upgrade of APEX from 18.2.0.00.12 to Oracle APEX 22.1.5
we have added rest services also.
any help, anyone else getting this error any pointer to solve this
