how to avoid this problem "tablespace 'USERS' does not exist"

I dont want to create all source tablespaces in target.
I have given unlimited tablespace priv to user.Still I get this error

IMP-00003: ORACLE error 959 encountered
ORA-00959: tablespace 'USERS' does not exist
