How to avoid connecting to the DATABASE before accessing to the Application Builder ?

Hi,

On Alway Free Service from the Oracle Cloud, I have APEX. When I want to acces to the App. Builder, I lcick this link:

And I land on this URL:

I sing up and land there:

I choose MEDEQUALITEAM and land in App; Builder.

Is there a way to not connect to the Database first, and instead access directly to the screenshot above ? I have my own Free Always Acount, and it soes not behave like that.
